BÜYÜKŞEHİR BELEDİYELERİNİN SPOR HİZMETLERİ: ANTALYA BÜYÜKŞEHİR BELEDİYESİ ÖRNEĞİ

Abstract

Spor başta gençler olmak üzere hemen her toplumsal kesimin, sağlıklı bedensel ve ruhsal bir yapıya kavuşmaları açısından son derece önemli bir aktivitedir. Bu nedenle spor hizmetleri kamu yönetimlerinin önemli hizmet alanlarından birisi olarak görülmektedir. Sporun geliştirilip yaygınlaştırılmasında yerel yönetimlerin önemi ve gerekliliği ortadadır. Büyükşehir belediyeleri, metropoliten alanlarda yaşayan halkın ve amatör spor kulüplerinin spor alanındaki faaliyetlerine güçleri oranında katkıda bulunmaktadırlar. Bu çalışmada; sporun toplum hayatındaki önemi, Türkiye’deki kamu yönetimi örgütlerinin ve özellikle yerel yönetimlerin spora ilişkin görev ve sorumlulukları belirlenmiştir. Çalışmada ayrıca, Antalya Büyükşehir Belediyesi’nin spor hizmetleri incelenerek Antalya Büyükşehir Belediyesi sınırları içinde yaşayan hemşehrilerin, belediyenin spor hizmetlerine ilişkin memnuniyet düzeyleri ile spor hizmetlerine dair beklentileri tespit edilmiştir. Buna göre yerel halkın Antalya Büyükşehir Belediyesi’nin spor hizmetlerinden genel anlamda memnun olduğu sonucuna ulaşılmıştır.

Sport is a considerably important activity in terms of having a healthy physical and mental structure of every group of the society especially the young people. Therefore, sports services are regarded as one of the important service areas of public administrations. Importance and necessity of local administrations are obvious in development and dissemination of sports. Metropolitan municipalities contribute to sportive activities of the public residing in metropolitan areas and amateur sport clubs in proportion with their capacities. In the present study; importance of sports in social life and sport-related duties and responsibilities of public administration organizations and especially local administrations in Turkey are determined. Furthermore, satisfaction levels relating to sport services of citizens living within the borders of Antalya Metropolitan and their expectations for sports services are also determined by examining sports services of Antalya Metropolitan Municipality. Accordingly, it is concluded that the local community is generally glad at sports services of Antalya Metropolitan Municipality.
