Bürokratik örgütlerde yetki devri, Balıkesir il ve ilçe belediyeleri uygulaması

Abstract

Bu çalışmada bürokratik örgütlerde yetki devri üzerinde durulmuştur. Bürokrasi kavramı, bürokratik örgüt kuramına katkılar ve bürokrasiden beklenen faydalar ve bürokrasiye yöneltilen eleştiriler birinci bölümde ele alınmıştır. İkinci bölümde ise amaç; yetki devrinin öneminin ortaya konulmasıdır. Bu amaç doğrultusunda yetki ve yetki devri kavramları tartışılmış, yetki devrini gerekli kılan etkenler üzerinde durulmuştur. Yetki devrinin önündeki engeller de bu bölümde tartışılan diğer bir konudur. Üçüncü bölümde ise ilk iki bölümde yer alan teorik tartışmaların uygulamadaki yansımasının nasıl olduğunun anlaşılması amaçlanmıştır. Son bölümde ise bürokratik örgütlerde yetki devrine bakışı test etmek amacıyla Balıkesir il ve ilçe belediyelerine uygulanan ankete yer verilmiştir.In this work we analysed transfer of authority in bureaucratic organizations. The term ‘bureaucracy’, contributions to the theory of bureaucratic organizations, benefits and critics towards bureaucracy are explained in the first section. In the second section, we explained the importance of the transfer of authority. Parallel with this aim, the terms ‘authority’ and ‘transfer of authority’ are discussed and factors which require transfer of authority are examined. In the third section, the goal is to show how to put into practise the theoretical discussions in the above two sections. In the last section, there is the questionnaire which is applied in Balıkesir and in its county municipalities in order to test the views towards the transfer of authority in bureaucratic organizations.
