647 Numaralı Karahisar-ı Sahib Şer'iyye Sicilli

Abstract

Çalışmamızda, H.1333-1334 (M.1915-1916) yıllarını içeren 647 Numaralı Karahisar-ı Sahip Şer‘iyye Sicili incelenmiştir. Şer‘iyye sicillerinin şehir tarihleri açısından taşıdığı önemden dolayı, çalışmış olduğumuz Karahisar-ı Sahip Şer‘iyye Sicili'nde bulunan 325 adet belge basit transkripsiyon ile günümüz alfabesine çevrildikten sonra dikkatli bir plan dahilinde tasnife tabi tutularak değerlendirilmiştir. Defterden, Karahisar-ı Sahip'in idarî ve fizikî yapısı ile ilgili olarak merkeze bağlı kazâlar, merkez kazâ ve diğer kazâların nahiye, köy ve mahalle isimleri ile bazı yer isimlerini tespit etmek mümkün olmuştur. Bu durum sadece Karahisâr-ı Sâhib ile sınırlı kalmamış Osmanlı Devleti'nin değişik yerlerindeki şehir, mahalle ve yer isimlerini de öğrenmek mümkün olmuştur. Ayrıca devletin değişik birimlerindeki görevliler; nâib, kadı, muhtar, komutan v.d. ile bu görevlilerin görev yerleri de ortaya çıkarılmıştır. Bu dönemde Karahisâr-ı Sâhib halkı, Balkan Savaşları ve Birinci Dünya Savaşı'nın etkisi ile ekonomik yönden sıkıntı içerisindedir. Savaş dönemi olması nedeni ile birçok aile reisinin ve genç erkek nüfusun, askerlik hizmetinde bulunması, şehid olması ya da savaş sonunda kayıp olduğuna karar verilmesinden dolayı geride kalanlarda ekonomik sıkıntı had safhadadır. Yetim çocuklar için, Eytâm Müdürlüğü ile bünyesindeki Eytâm Sandıkları devreye girmiş ve aktif olarak faaliyette bulunmuşlardır. Belgelerin çoğunun içeriğini, ekonomik sıkıntıya dayalı meseleler oluşturmaktadır. Çalışmamız, XX. yüzyılın ilk çeyreği gibi önemli bir zaman kesitinde, Afyonkarahisâr'ın sosyo-ekonomik durumuna kısa süreliğine de olsa ışık tutmuş olması açısından son derece önemlidir.

This study examines that is the court registration book of Karahisar-ı Sahip region between the year 1915-1916 A.D. number of which is 647. As court registrations has importance for the history of cities, offical writings in Karahisar-ı Sahip court registration book carefully categorized and dealt with from registration book it's possible to learn administrative geographical divisions concering the names of the town that depends on the administrative of the centre the villages of the centre city and the towns and some settlements. This situation was no limited Karahisar-ı Sahip but also the names of city the districts and some settlements in different places of the Ottoman Empire are detemined besides the officers that are in different positions of the goverment the vice of the vicorey, the commender, the elected head of a village or a neighborhood with a town were revelead. The economik of view in this period, the people of Karahisar-ı Sahip were under the hard economic conditions by the effects the Balkan War and and the First World War considering as the war the most heads of family, young men population were under the military service, most of them died of for İslâm or lost int he war couldn't return home. Rests of their relatives had very hard life exceedinly. The Orphan's Foundaion that taken respensilities of the Orphan's Fund was become a part of an activity and gone into action. The subject of most registrations is about hard life condition. In the first guarter of 20's registration is also importance to reveal Afyon's social and economic situations for a short time in important points.
