Osmanlı Devleti’nde Marmara’da Kabotaj Tartışmaları

Abstract

Ondokuzuncu yüzyılda, Avrupa’nın ekonomik yayılması karşısında Osmanlı Deniz Ticareti de gelişti. Fakat kapitülasyonlardan faydalanan Avrupa şirketleri Osmanlı sahillerinde yapılan deniz ticaretine gittikçe egemen oldular. Bu egemenlik arttıkça Osmanlı sahillerindeki kabotaj tartışmaları da arttı. Osmanlı Devleti I. Dünya Savaşı’na imparatorluğun her alanında, her konudaki yoğun tartışmalarla girdi. Marmara Denizi bu kabotaj tartışmalarının odak noktalarından birisi oldu. II. Meşrutiyet döneminin savaşları, ilhakları, boykotları altında gelişen milli ekonomisiyle kabotaj tartışmaları da bir egemenlik mücadelesine döndü. Güvenlik kaygılarının iyice arttığı Dünya savaşı öncesi, Marmara denizi, Osmanlı devlet adamları için mutlaka egemen olunması gereken bir deniz haline gelmişti.The Ottoman trade through sea had developed as a result of European economic expansion in the 19th century. The European countries taking benefit of the capitulations had become dominant with respect to trade on the coastal areas. This resulted in arguments for cabotage on the Ottoman waters by the Ottoman ruling class. The Ottoman state entered into the Great War with strong arguments almost about everything, the center of which concentrated on the cabotage on the Marmara Sea. The arguments about the cabotage was turned to be connected with sovereignty discussions that had been a result of the national economy developed under the conditions of wars, annexation and boycotting in the period of the constitutional monarchy. The Marmara became an important sea to be taken under strict control by the Ottoman decision makers in the eve of the World War largely dominated by the security concerns.
