Bilgi toplumunda korku: Bilgi güvenliği ve risk toplumu

Abstract

1980’li yıllarda bilim ve teknolojide yaşanan hızlı ilerlemeler, bilgi toplumunun açığa çıkışını sağlamıştır. Bilgi toplumunda yaşanan bilim ve teknoloji alanındaki hızlı ilerleyiş bilgisayar, internet ve bilgi gibi konularını önemli hale getirmiştir. Bilgi toplumu vasıtasıyla kullanımı yaygınlaşan internet ve bilgisayar gibi araçlar ilk aşamada insan hayatını kolaylaştırmıştır. Ancak bu durum ilerleyen süreçte hem bireyleri hem de toplumları olumsuz etkileyen bir yapıya dönüşmüştür. Bilginin kolay ulaşılması ve yayılması, hem bireysel hem de toplumsal alanda risk, korku ve güvenlik gibi kavramları ortaya çıkarmıştır. Risk Toplumu Kuramı, bilginin depolanması, saklanması ve yayılması aşamalarında meydana gelen risk, korku ve tehlike kaynaklı ortaya çıkan toplumsal sorunların anlaşılması bağlamında önem teşkil eden kuramlardan biridir. Bu makalede tarihsel tarama modeli ve doküman incelemesi tekniği kullanılarak, günümüz toplumlarında yaşanan bilgi güvenliği sorunu Ulrich Beck’in 1986 yılında sosyal bilimlere kazandırdığı risk toplumu kuramı bağlamında değerlendirilmektedir.The rapid advances in science and technology in the 1980s led to the disclosure of the information society. The quick progress in science and technology in the information society has made computer, internet and information important. Tools such as the internet and computers, which have become widespread through the information society, have facilitated human life in the first stage. However, this situation has turned into a structure that adversely affects both individuals and societies. The easy access and dissemination of knowledge has revealed concepts such as risk, fear and security in both the individual and the social spheres. Risk Society Theory is one of the important theories in the context of understanding the social problems arising from the risks, fears and dangers occurring during the storage and dissemination of information. In this article, the information security problem experienced in today's societies is evaluated in the context of risk society theory which Ulrich Beck introduced to social sciences in 1986, by using historical screening model and document analysis technique.
