Belediye yönetimlerinde itfaiye hizmetleri ve itfaiye hizmetlerinde yeniden yapılanma

Abstract

Belde sakinlerinin mahallî müşterek nitelikteki ihtiyaçlarını karşılamak üzere kurulan kamu tüzel kişileri sıfatıyla belediyelerin öncelikli hizmet alanlarından birisi de beldenin sağlık, huzur ve esenliğinin sağlanmasıdır. Belediye itfaiye örgütünün öncelikli görevi yangınlara müdahale etmek ve söndürmek suretiyle yangın felaketini en az hasarla bertaraf etmektir. İtfaiye bunlara ilaveten, duruma bağlı olarak su baskınlarına müdahale etme, afetlerde kurtarma çalışmalarına katılma, ilk yardım, baca temizleme, motopompla su çekme, bez afiş asma, şehir merkezi sulaması, kilitli kapı açma, işyerlerinin yangın önlemleri yönünden denetimini yapma, ruhsat verme vb. hizmetleri de yerine getirmektedir. Bu yönüyle belediye itfaiyesi belde halkının sağlık, huzur ve esenliğinin temininde son derece önemli bir fonksiyon ifa etmektedir. 5393 Sayılı Belediye Kanunu’na göre belediye itfaiye hizmetleri kesintisiz olarak yürütülmekte, personelinin çalışma süresi ve saatleri Devlet Memurları Kanunu’nda belirtilen çalışma süre ve saatlerine bağlı olmaksızın ve hizmetin aksatılmadan yürütülmesini sağlayacak şekilde düzenlenmektedir. Belediye itfaiye hizmetlerinin tarihsel gelişimi, örgütsel yapısı, yaşanan sorunlar ve çözüm önerileri, hizmetlerde koordinasyon ve etkinliğin arttırılması, acil yardım, kurtarma ve afet yönetim hizmetleri ile entegrasyonun sağlanması ve itfaiye örgütünün yönetsel açıdan yeniden yapılandırılması çabaları bu çalışmanın temel konularını oluşturmaktadır.

The one of the basic tasks of municipalities, which a corporation established in the statute of public legal entity to meet common local needs of inhabitants of a town, is to provide health, peace and well-being of the town. A fire brigade department is a public organization that provides predominantly emergency firefighting and rescue services for a certain a municipality. The primary task of the municipal fire brigade is to eliminate the fire disaster by interfering and extinguish the fire. In addition to this task, municipal fire brigade provides responding to flooding crisis, participating in disaster relief operations, first aid, cleaning chimneys, pumping waste water, hanging banners for citizen, irrigating the city center, controlling the workplaces about fire protection and prevention, permitting services etc. In this way, municipal fire brigade fulfils an extremely important function on providing the peace, health and well-being of the people who live in towns/cities. According with the “Law on Municipality”, firefighting service is carried out without interruption and the working period and hours of the firefighting service are arranged in a way to perform the services without interruption regardless of the working period and hours specified in the Law No. 657 on Civil Servants. The basic subjects of this study are the historical development of municipal fire services, their organizational structures, problems and solutions of fire services, enhancing coordination and efficiency in these services and the restructuring efforts of the fire departments in terms of administration.
