Türklerde hükümranlık kültürü ve demokrasi ülküsü (vııı-xı.yüzyıl)

Abstract

Türk devlet felsefesinin ve yönetim sisteminin oluşmasında ve gelecek nesillere aktarılmasında İslam öncesi dönem için Oğuz Kağan Destanı ve Orhun Abideleri’nin (Yazıtları’nın); İslam sonrası dönem için de Kutadgu Bilig, Divanu Lügati’t-Türk ve Siyasetnâme’nin önemli bir yeri vardır. Oğuz Kağan Destanı ve Orhun Abideleri’nde âdeta sosyal devletin çerçevesi çizilmiş; Kutadgu Bilig, Divanu Lügati’t-Türk ve Siyasetnâme’de de devlet başkanında ve idarecilerde olması gereken özellikler belirtilerek âdeta ideal yönetici profili ve yönetim ilkelerinin esasları ortaya konulmuştur. Hâkimiyetin sağlanmasında önemli bir müessese olan kurultayın işlevselliği, devlet başkanının kurultayda belirlenmesi ve töre uygulaması Türklerde demokrasi fikrinin gelişmesine katkı sağlamıştır. Devlet başkanını belirleyen ve yetkilendiren kurultay ile sorumluluklar yükleyen töre, Türklerin siyaset ve yaşam felsefesinin özünü oluşmuştur. Türkler tarafından yaşam düsturu haline getirilen İslami kurallar, hem hükümranlık kültürünü hem de demokrasi ülküsünü etkilemiş ve şekillendirmiştir. Zaman içinde hükümranlık kültürü gelişen ve demokrasi formasyonu kazanan Türkler, millet iradesinin esasını teşkil eden temel prensipleri ve etik değerleri en güzel biçimde hayata geçirmişlerdir.

In forming the Turkish state philosophy and management system and its transfer to future generations, the Oghuz Khagan Epic and Orkhon inscriptions (monuments) have an important place in the pre-Islamic period. In contrast, Kutadgu Bilig, Dīwān Lughāt al-Turk, and Siyasatnama are important for the post-Islamic period. The framework of the social state is drawn in the Oghuz Khagan Epic and Orkhon Monuments. In Kutadgu Bilig, Dīwān Lughāt al-Turk, and Siyasatnama, the characteristics that should be present in the head of state and administrators are stated, and the ideal manager profile and the principles of management are laid out. The functionality of the Congress, which is an important institution in ensuring sovereignty, as well as the determination of the head of state in the Congress and the implementation of morals, contributed to the development of the idea of democracy in the Turks. The congress that determines and authorizes the head of state and the moral that assigns responsibilities constitute the essence of the political and life philosophy of the Turks. Islamic rules, which became a life motto of the Turks, influenced and shaped both the culture of sovereignty and the ideal of democracy. Turks, whose culture of sovereignty developed and gained democratic formation over time, implemented the basic principles and ethical values that form the basis of the will of the nation in the best way.
