Eğitim getirilerinin özel ve sosyal açıdan incelenmesi

Abstract

Kıt kaynakların alternatif yatırım alanları arasında nasıl dağıtılacağı sorunu, toplumların amaçlarına ve bu amaçlara ilişkin tercihlerine göre çözülür. Bu alternatif yatırım alanları arasında eğitimin özel bir yeri vardır. Eğitim; bir taraftan anlık faydalar sağladığı için tüketim, diğer taraftan bireylerin gelecekteki üretim ve kazanma kapasitelerini belirlediği için yatırım olarak kabul edilmektedir. Eğitim hizmetlerinden yararlanmanın gelecekteki gelir dağılımını belirlemesi, bu tür yatırımların son derece önemli olduğunu göstermektedir. Sosyal bir yatırım olarak eğitim, iktisadi büyüme ve gelişme üzerinde de önemli etkilere sahiptir. Bu nedenlerle, eğitim hizmetlerinden yararlanma, bireylere ve topluma parasal ya da parasal olmayan çeşitli faydalar sağlamaktadır. Bu durum eğitim yatırımlarının bazıları için ek kazançlar sağladığı anlamını taşımaktadır. Eğitimden bireylerin ve toplumun ne kadar fayda elde ettiklerini tespit etmek için de özel ve sosyal getiri değerleri üzerinde durulmaktadır. Bu konudaki çalışmalarda, genel olarak ilk ve ortaöğretim kademelerinde sosyal, yükseköğretim kademesinde özel getirilerin ağır bastığına dair sonuçlar elde edilmiştir. Buna bağlı olarak, bu çalışmanın amacı, daha önce yapılmış çalışmaların bulguları analiz edilmek suretiyle, eğitimin getirilerini anlamaya imkân sağlayacak kavramsal bir çatı oluşturmaktır. Çalışmada önce, eğitimin özellikleri ve getirileri teorik çerçevede ele alınmış, daha sonra meta analizi şeklinde literatür taraması yapılmıştır. Çalışmanın sonucunda, yükseköğretim kademesinde özel getirilerin sosyal getirilerden daha fazla olduğu ifade edilmiştir.

The question of how to distribute the limited resources among the alternative investment areas is solved according to the social goals and the preferences for these goals. Education has a special place among these alternative investment areas. Education is considered consumption on one hand as it provides current benefits and investment on the other hand as identifies the future production and earning capacities of individuals. The fact that benefiting from educational services determines the future income distribution show that these kind of investments are significant. Education as a social investment instrument has also important influences on economic growth and development. Fort this reason, educational services provide monetary and non-monetary benefits to individuals and the society. Investment in educational sector also means providing some people with additional incomes. In this study, in order to detect how much benefit individuals and society get from education, I will focus on private and social rates of return to education. In the literature, it is generally assumed that at the primary and secondary levels of education, social return predominates; on the other hand, at the level of higher education, private return predominates. In this respect, the aim of this study is to try to develop a conceptual framework helping us to understand the social and private returns to education. In this work, first, the characteristics of the educational sector and the issue of returns to education are focused on from a theoretical perspective; and then the existing literature was evaluated. Lastly, it is tried to be detected by referring to the recent findings whether individuals or society in general benefit from educational services at the level of higher education.
