Neoliberalizm bağlamında sürdürülebilir kalkınmanın merkez ve çevre ülkeler açısından değerlendirilmesi

Abstract

Neoliberalizm, son yıllarda politik, ekonomik ve sosyal alanda yaşanan küresel dönüşümün temel öğretisini oluşturur. Bu öğreti çerçevesinde ulus-devletin yapısı ve görevleri yeniden tanımlanmıştır. İktisadi yapıya ilişkin olarak rekabete dayalı küresel bir piyasanın oluşturulması hedeflenmiştir. Kapitalist üretim biçiminden kaynaklanan iktisadi krizleri aşmak ve olası iktisadi krizlerin önüne geçmek için kalkınmanın sürdürülebilir olmasının zorunluluğu vurgulanmıştır. Ayrıca sanayileşmeden kaynaklanan ekolojik krizlerin önlenebileceği varsayılmıştır. Neoliberalism constitutes the basic doctrine of the global transformation in political, economic, and social areas in recent years. Under this doctrine, structure and tasks of the nation¬state has been redefined. With regard to the economic structure, creation of a competitive global market has been targeted. Necessity of sustainable development has been emphasised to overcome the economic crises arising from the capitalist model of production and prevent potential crises. Moreover, it has been assumed that the ecological crises arising from industrialism would be prevented. In this study, applicability of sustainable development carried out under neoliberal doctrine has been questioned particularly in terms of the consequences of the orientations of the industrial and technological capital investments in the central and peripheral countries.
