| dc.description | In this study, 'social capital' is considered in a critical way. The historical progress of the concept have mentioned, and then focused on the opportunity to look critically. It has been identified that there are complicating factors for a critical approach. Nevertheless, it is understood that criticism of social capital can be divided into three levels: 1. Conceptual / philosophical criticism, 2. Criticism of social capital theories/methodologies, 3. Criticism of the social capital measurement. Of these, only the first one discussed. In this article, social capital is assayed as a concept; determined that the vagueness of its definition undermines being scientific; emphasized that used by the social and natural sciences without questioning and this popularity attracted academics; stated that using by OECD and the World Bank as international official organizations directed the concept to political area. However, it incorporates the potential to transcend some problems of social sciences. | en_US |
| dc.description.abstract | Bu çalışmada son dönemlerde kullanımı hızlı bir şekilde artan „sosyal sermaye‟ kavramı eleştirel bir gözle ele alınmıştır. Kavramın tarihsel seyri ve öne çıkan teorisyenleri zikredilmiş, sonrasında kavrama eleştirel bakmanın imkanı üzerinde durulmuştur. Eleştirel bakmayı zorlaştıracak unsurlar olduğu tespit edilmiştir. Sosyal sermayeye yönelik eleştirilerin üç kategoride veya düzeyde toplanabileceği görülmüştür: 1. Kavramsal/felsefî eleştiriler, 2. Sosyal sermaye teorilerine ve metodolojisine yönelik eleştiriler, 3. Sosyal sermaye ölçümlerine yönelik eleştiriler. Bunlar arasından sadece ilki ele alınarak literatürdeki kavramsal/felsefî eleştiriler zikredilmiş ve değerlendirilmiştir. İki kelimeden meydana gelen bir kavramsal terkip olarak sosyal sermaye tahlil edilmiş; tanımındaki aşırı muğlaklığın kavramın bilimselliğini zedelediği tespitinde bulunulmuş; sosyal bilimler ve hatta doğa bilimleri tarafından fazla sorgulanmaksızın birçok konu ile ilişkili olarak kullanıldığı ve bu popülerliğinin akademisyenleri cezbettiği vurgulanmış; OECD ve Dünya Bankası gibi uluslararası resmî kurumların da kullanımıyla politik bir yöne çekildiği belirtilmiş ve fakat diğer taraftan kavramın sosyal bilimlerin bazı problemlerini aşma potansiyelini de bünyesinde barındırdığı teslim edilmiştir. | en_US |
