| dc.description | Regional Development Agency (RDA) is an organization established to
contribute to regional development. RDAs are started to be established since the
1930s in the World and since the 1950s in Europe. EU has “recommendation” to
establish the RDA to member and candidate countries. On top of RDAs they were
established in England 1999-2000; between 2006-2009 in Turkey.
The main purpose of the RDAs is to accelerate regional development. They
are managed in collaboration with public, private and civilian actors. They have
prepared plans for regional development; they have implemented clustering and
innovation policies. The effectiveness of the activity was measured by a variety of
approaches.
In this study, RDAs experiences in UK and Turkey analyzed and compared
with document analysis technique; it demonstrated similar and different aspects. One
of the most important differences between experiences as a result of the analysis is
that the RDAs in UK have been strictly controlled. | en_US |
| dc.description.abstract | Bölgesel Kalkınma Ajansı (BKA), bölgesel kalkınmaya katkıda bulunmak
üzere kurulan bir örgüttür. BKA’lar, dünyada 1930’lardan; Avrupa’da ise,
1950’lerden itibaren kurulmaya başlanmıştır. AB, üye ve aday ülkelere BKA
kurmalarını “tavsiye” etmiştir. Bunun üzerine BKA’lar, İngiltere’de 1999-2000;
Türkiye’de ise, 2006-2009 yılları arasında kurulmuştur.
BKA’ların temel amacı, bölgesel kalkınmayı hızlandırmaktır. BKA’lar,
kamu-özel-sivil kesim aktörlerinin işbirliğinde yönetilmiştir. Bölgesel kalkınmaya
yönelik planlar hazırlamışlar; kümelenme ve yenilik politikalarını uygulamışlar.
Faaliyetlerinin etkinliği, çeşitli yaklaşımlarla ölçülmüştür.
Bu çalışmada, BKA’ların İngiltere ve Türkiye deneyimleri, doküman analizi
tekniği ile karşılaştırmalı olarak analiz edilerek; benzer ve farklı yönleri ortaya
konmuştur. Analiz sonucunda deneyimler arasında tespit edilen en önemli
