| dc.description | With the restructuring of the crime-punishment relationship during the
Tanzimat era in the Ottoman criminal law, punishment of a lot of crimes was turned
into imprisonment and that’s why the need for prisons increased. However, because
the facilities couldn’t correspond with the aforementioned growth, prisons were
filled with prisoners. With the increasing number of prisoners, physical conditions
and health conditions in the prisons were lower than the minimum human standard
of living and life in prisons worsened from day to day. The situation also brought the
necessity of improving the conditions in these places. That’s why prison
dissemination activities which had accelerated within the borders of the Ottoman
State left its place to reclamation initiatives in a short time. From this point forth, in
the study the reform which was attempted to realize in Bolvadin prison in the last
years of the Ottoman Empire will be focused; and the restoration efforts undertaken in order to normalize life there, rate and type of crimes, prisoner profile, employees,
and physical condition and health conditions will be discussed. | en_US |
| dc.description.abstract | Tanzimat devrinde suç-ceza ilişkisinin Osmanlı ceza hukukunda yeniden
yapılandırılmasıyla, pek çok suçun cezası hapse çevrildi ve böylece hapishanelere
ihtiyaç çoğaldı. Ancak imkânların söz konusu büyümeyle mütenasip olmaması
neticesinde hapishaneler mahkûmlarla doldu. Artan mahkûm sayısıyla birlikte
buralardaki fiziki durum ve sağlık koşulları asgari insanî yaşam standartlarının
altına düştü ve hapishanelerde yaşam günden güne kötüleşti. Söz konusu durum
buralardaki koşulların iyileştirilmesi zorunluluğunu da beraberinde getirdi. Bu
sebeple Osmanlı Devleti sınırları içinde hız kazanan hapishaneleri yaygınlaştırma
faaliyetleri, kısa sürede yerini ıslah girişimlerine bıraktı. Bu noktadan hareketle,
çalışmada Osmanlı Devleti’nin son senelerinde Bolvadin hapishanesinde
gerçekleştirilmeye çalışılan ıslahat konu alınarak; buradaki yaşamı
normalleştirebilmek adına girişilen tamirat çabaları, suç türü ile oranı, mahkûm
profili, çalışanlar, fiziki durum ve sağlık koşulları ele alındı. | en_US |
