Türkiye ekonomisi kamu borç stokunun sistem dinamiği ile analizi

Abstract

Çalışmanın amacı, Türkiye ekonomisi için büyük önem taşıyan kamu borç stokunun yapısını belirleyen dinamik bir makroekonomik model geliştirmektir. Ayrıca sistem dinamiği yöntemi kullanılarak kamu borç stoku ilişkilerinin ve unsurlarının belirlenmesidir. Böylece, borç yapısı sistem dinamiği modeli ile çeşitli değişkenlerle gösterilmiş ve politika yapıcıların finansal sistemi daha dengeli ve verimli yönetmeleri için güçlü bir araç oluşturulmuştur. Bu çalışmada iç ve dış borcun bileşimiyle kurulan sistem dinamiği modeli Türkiye ekonomisi için analiz edilmiştir. Bu model ile Türkiye ekonomisine ait 2002-2023 dönemini kapsayan verilerle çeşitli senaryolar oluşturulmuş ve böylece ekonomide kamu borç stokunun sürdürülebilirliğinin nasıl ve hangi değişkenlerle sağlanabileceği gösterilmeye çalışılmıştır. Senaryolar sonucunda kamu borç stokunun sürdürülebilir olması için, bütçe açığının kontrol altında tutulmasını sağlayan bir politika yapısı gerekmektedir. Ayrıca kamu harcamalarının da azaltılarak yurt içi tasarrufların teşvik edilmesi sağlanmalıdır.

The study aims to develop a dynamic macroeconomic model that determines the structure of public debt, which is very important for the Turkish economy. In addition, it involves determining the relationships and components of public debt stock by using the system dynamics method. Thus, the debt structure was represented by various variables depending on system dynamics, and a powerful tool will be created for policymakers to manage the financial system more balanced and efficiently. This study analyzes the system dynamics model based on the combination of domestic and external debt for the Turkish economy. With this model, various scenarios were run using data covering the 2002-2023 period of the Turkish economy, and thus, an attempt was made to show how and with which variables the sustainability of public debt in the economy can be achieved. As a result of these scenarios, a policy framework that ensures that the budget deficit is kept under control is required for the sustainability of the public debt stock. Additionally, public expenditures should be reduced to encourage domestic savings.
