Şad Kaptanlığı’nın Kuruluşu ve Basra’nın Stratejik Önemi

| dc.description | Strategic location of Basra and its neighborhood had been highly prioritized and its importance continued after the region was conquered by the Ottoman during the period of Kanuni. Especially, once Ottoman Empire took BasraAleppo trade line under control, the strategic importance of the region highly increased. In addition, the developments after the geographical discoveries brought to the fore of political, economic and administrative importance along with the strategic importance of Basra. Ottoman Empire took these issues into consideration and tried to manage the political, administrative and commercial features of Basra by heavily focusing on the region. One of the reasons of this was to revive the economics by attracting the Hindu merchants to the region. Moreover, Fırat Navy had been strengthened. Finally, political power support was provided to the region of Basra through the establishment of a new captainship called "Şad Captainship". In this study, although the exact establishment date is unknown, it is aimed to show the importance of "Şad Captainship", which was centered around Basra region and started being used after 1699. Furthermore, this study examines political, commercial, administrative and strategic importance of Basra along with the political and military actions of the captain of the region, Aşçıoğlu Mehmed Pasha. | dc.description.abstract | Stratejik konumu oldukça ön planda olan Basra ve çevresinin önemi, Kanuni döneminde Osmanlı idaresine katıldıktan sonra artarak devam etti. Bilhassa Osmanlı Devleti’nin Basra-Halep ticari yolunu kontrol altına alması buranın stratejik önemi biraz daha artırdı. Buna ilaveten coğrafi keşifler sonrası meydana gelen gelişmeler Basra’nın stratejik önemi ile birlikte siyasi, iktisadi ve idari önemini daha da ön plana çıkardı. Bu durumu dikkate alan Osmanlı yönetimi, Basra’nın siyasi, idari ve ticari yönünü düzenlemeye çalıştı. Bunun sebeplerinden birisi Hintli tüccarları yeniden bu bölgeye çekerek iktisadi canlanmayı sağlamaktır. Bunun için Fırat donanması güçlendirildi. Son olarak Fırat donanması “Şad Kaptanlığı” adı altında yeniden yapılandırıldı. Bu çalışmamızda kuruluş tarihi kesin olarak belli olmasa da 1699 tarihinden sonra kullanılmaya başlayan ve merkezi Basra olan “Şad Kaptanlığı”nın önemi açıklanacaktır. Ayrıca buranın kaptanlığını yapan Aşçıoğlu Mehmet Paşa’nın siyasi ve askerî faaliyetleri ile birlikte Basra’nın siyasi, ticari, idari ve stratejik önemi de incelenecektir | en_US |
