Post-neoliberal kalkınma paradigmasında “kalkınmada kadın ve güçlenme” algısı: Dünya Bankası örneği

Abstract

Bu çalışmanın amacı, Dünya Bankası örneği altında post-neoliberal uluslararası kuruluşların kadının güçlenmesi konusuna bakış açısını eleştirel bir biçimde sunmak ve kadının güçlenmesi ve özgürleşmesi için benimsenmesi gereken çerçevenin ne olması gerektiğini ortaya koymaktır. Bu bağlamda çalışma üç bölümden oluşmaktadır. Birinci bölümde, kadının güçlenmesi söyleminin oluşumu/gelişimi ve ardından kavramın tanımı ve kapsamı incelenecektir. İkinci bölümde, kalkınmada kadının rolü tarihsel bir perspektif altında incelenecektir. Çalışmanın son bölümünde ise, Dünya Bankasının ve dolayısıyla yeni kalkınma paradigmasının temel aldığı güçlenme yaklaşımının zayıflıkları/zaafları ortaya konulacaktır.

The aim of this study is to present the perspectives of post-neoliberal international organizations on women empowerment critically and to determine the available framework that ensures women's empowerment and emancipation under the case of World Bank. For this aim, this study is composed of three sections. In the first section, the foundation/development of the discourse of women development and then definition and the scope of the concept will be examined. In the second section, the role of the women in development under the historical perspective will be investigated. In the last section of the study, the weakness/disability of the empowerment conception of new development paradigm will be demonstrated.
