Üniversitelerde evrak otomasyon sistemi ve Afyon Kocatepe Üniversitesi için örnek uygulama

Abstract

Gerek kişisel gerekse kurumsal faaliyetlerin sürdürülmesi için oluşturulan kağıt dokümanlar, teknolojik gelişmelerin etkisi ile yerini hızla elektronik dokümanlara bırakmaktadır. Gün geçtikçe sayısında artış gözlemlenen elektronik dokümanların klasik yöntemlerle yönetimleri zorlaşmış, daha etkili, güvenilir ve elektronik ortama uygun çözümler geliştirilmiştir. Elektronik doküman yönetimi olarak tanımlanan bu sistemler giderek yaygınlaşmış ve maliyet, insan gücü, zaman yönünden tasarruf sağlarken, aynı zamanda etkin, güvenli ve hızlı bir sistem olma özelliği sergilemiştir. Bu tez çalışmasında geliştirilen uygulama ile teknolojinin hızından faydalanarak, kullanıcıların herhangi bir konu hakkında bilgi edinmek veya evrakla ilgili bir konuda işlem yapmak için, evrağın fiziksel olarak kendilerine gelmesini beklemek zorunda kalmamaları ve işlemlerin daha kısa sürede, daha doğru yapabilmeleri amaçlanmıştır. Doküman yönetimi standartları temel alınarak geliştirilen örnek doküman yönetim sisteminde en popüler dillerden biri olan Java dili kullanılmış ve verilerin saklanması için SQL Server veritabanı tercih edilmiştir.

With the effects of technological developments, paper documents, which are formed to maintain both personal and institutive activities, have given place to electronic documents rapidly. Management of electronic documents with classical methods has become difficult and more effective and dependable solutions, which are also suitable to electronic environment, have been developed. This systems, which are defined as electronic document management, have become widespread and provided an active, safe and fast system feature while ensuring saving in terms of cost, manpower and time. By using the speed of the technology with application developed in this thesis study, it is aimed to enable users to perform their works in a short and correct way and not to wait for receiving the document via physical methods, for getting information about a specific subject or performing a process on the related document. In the sample document management application, which is based on document management standards, one of the most popular languages Java has been used and SQL Server database has been preferred to store data.
