Kamu politikası analizinde yöntem: Türkiye’deki akademik yazın üzerine bir araştırma

Abstract

Tez, kamu hizmetinin temeli olan kamu politika üretim sürecinde kullanılan yöntemlere ve kullanılan yöntemlerin kullanım fonksiyonları ve biçimlerini ortaya koymayı amaçlamaktadır. Kamu politikalarının üretim sürecinin karmaşık yapısı ve çeşitlenen yöntemler sonucu analizde doğru tekniğin doğru politika ile kullanılmasının önemini daha da artırmaktadır. Bu bakımdan problem ve analizde kullanılan yöntemin birbirini tamamlar nitelikte olması gerekmektedir. Bu amaçla Türkiye’de ilgili alan yazındaki kamu politikası temalı çalışmalarda kullanılan yöntemleri, politika alanı odakları çerçevesinde analiz etmek tezin önceliğidir. Tezlerde kamu politikası odaklı çalışmalarda kullanılan yöntemlerin tespiti ve hangi fonksiyonlarda kullanıldığı sorularına cevap aranmaktadır. Araştırma 4 bölümden oluşmaktadır. İlk 3 bölümde literatür taramasına yer verilirken, dördüncü bölümde araştırma kısmı yer almaktadır. İlk bölümde kamu politikası kavramı süreci, aktörleri unsurları ve gelişimi ele alınmaktadır. İkinci bölümde kamu politikası analizi kavramı, metodolojik yaklaşımları, karar verme modelleri ve diğer yaklaşımlar üzerinde durulmaktadır. Üçüncü bölümde bilimsel araştırmalarda yöntem kısmı ele alınmaktadır. İlgili kısım özellikle veri toplama teknikleri ile incelendikten sonra kamu politikası ve bilimsel yöntem arasındaki etkileşimli ilişki üzerinde durulmaktadır. Dördüncü bölümde nitel bir araştırma kısmı bulunmaktadır. Tez ve makalelerin yöntem kısmı odaklanarak toplanan veriler, Nvivo 12 programı dahilinde içerik analizine tabi tutulmaktadır. Elde edilen bulgular tartışma, sonuç ve öneriler şeklinde incelenerek yorumlanmaktadır. Elde edilen bulgular sonucunda politika analizi sırasında kullanılan yöntemin politikaya başarıya götürecek etmenlerden biri olduğu sonucuna varılmaktadır.

The thesis aims to reveal the methods used in the public policy production process, which is the basis of public service, and the usage functions and forms of the methods used. The complex structure of the public policy production process and the diversity of methods further increase the importance of using the right technique with the right policy in analysis. In this respect, the problem and the method used in the analysis must complement each other. For this purpose, the priority of the thesis is to analyze the methods used in public policy themed studies in the relevant literature in Turkey within the framework of policy area focuses. The thesis seeks answers to the questions of determining the methods used in public policy-oriented studies and in what functions they are used. The research consists of 4 parts. While the first three chapters include the literature review, the fourth chapter includes the research part. In the first part, the process, actors, elements and development of the concept of public policy are discussed. In the second part, the concept of public policy analysis, methodological approaches, decision-making models and other approaches are discussed. In the third chapter, the method part of scientific research is discussed. After examining the relevant part, especially with data collection techniques, the interactive relationship between public policy and scientific method is emphasized. The fourth chapter includes the qualitative research section. The data collected by focusing on the method section of theses and articles are subjected to content analysis within the scope of the Nvivo 12 program. The findings were examined and interpreted in the form of discussion, conclusions and suggestions. As a result of the findings, it was concluded that the method used during policy analysis is one of the factors that will ensure the success of the policy.
