Yönetimde Karar Verme Sürecinde Yönetim Bilgi Sistemlerinin Rolü (İlsis Örneği

Abstract

Günümüz yöneticileri değişen dinamik bir ortamda çok çeşitli kararlar almaktadırlar. Bu kararların rasyonel ve doğru olması yöneticilerin çeşitli ve güvenli bilgilerle donatılmasına bağlıdır. Günümüz işletmeleri karar verme süreçlerinde faaliyetlerini etkileyecek çok çeşitli değişken ve parametreleri göz önüne almak zorundadırlar. Yaşadığımız zamanda bazen bir yöneticinin sadece kendi bilgi ve tecrübelerine göre karar vermesi işletmeleri geri dönülmez zararlara uğratabilir. Bunun için örgütler güvenilir ve en doğru bilgileri elde etmek için Yönetim bilgi sistemlerine ihtiyaç duymuşlardır. Bu sistemlerin önemli amacı insanlar tarafından verilen kararların kalitesini yükseltmektir. Bu araştırmada, işletmenin sahip olduğu Yönetim Bilgi Sisteminin, yöneticinin karar verme süreci üzerindeki rolü ortaya konulmuştur. Birinci bölümde; Yönetim Bilgi Sistemleri kavramı, tanımı, özellikleri ve işletmenin fonksiyonlarına olan etkisi ele alınmıştır. İkinci bölümde; kararın tanımı, karar vermeyi etkileyen faktörler ve karar verme süreci üzerinde durulmuştur.

v Üçüncü bölümde Yönetim Bilgi Sisteminin Karar Verme Sürecine Etkileri üzerinde durulmuştur. Dördüncü bölümde ise Mili Eğitim Bakanlığı Uşak Milli Eğitim Müdürlüğünde yöneticilerin karar verme sürecinde “İLSİS Yönetim Bilgi Sisteminin Rolü” yer almaktadır.

Today’s administrators have been taking various decisions in changing dynamic environment. That these decisions are rational and accurate is up to the fact that administrators should be equipped with various and dependable data . Today’s establishments have to take the different variabilities and parameter which will affect the facilities in the process of taking decision into the consideration. Contemporarily, that an administrator sometimes makes decisions according to his or her own data and experience may give inconsolable harms for the establishments. That is why, the organizations needed management data systems in order to get the most dependable and accurate data. The most important aim of these systems is to increase the quality of the decisions taken by the people. In this study, the role of the management data systems in

vii an establishment has been introduced upon the process of making decisions of the administrators . In the first part, the concept, the definition and the features of the management data systems and its effects on the functions of the establishment were dealt with . In the second part, it has been emphasized the definition of the decisions , the factors and the process affecting the decision making . In the third part, it has been stated that the effects of the management data systems over the decision making process . In the fourth part, the role of the ILSIS management data system in the process of administrators’ decision making in the establishments of Ministry of Education Uşak district has been stated.
