KEMAL H. KARPAT’A GÖRE TÜRKİYE’DE MODERNLEŞME VE DEMOKRASİ SORUNLARI

Abstract

Modernleşme süreci üzerinde farklı yaklaşımlar olmakla beraber, sürecin siyasal yönünün demokrasiyi içerdiğini söyleyebiliriz. Türkiye, özellikle 19. yüzyılın başlarından itibaren modernleşme çabalarına sahne olmuştur. Türkiye'de modernleşme ve demokrasi sürecinde, genelde merkezi devlet geleneğine paralel bir anlayışla hareket edildiği görülmüştür. Süreçte, özellikle laiklik anlayışı, bürokrasinin seçkinci tutumu ve ordunun yönetime müdahaleleri öne çıkan sorunlar olmuştur. Türkiye’deki modernleşme ve demokrasi süreci ile bu sürecin problemleri, Kemal H. Karpat’ın eserleri çerçevesinde incelenmiştir. Karpat'a göre, Türkiye'de modernleşme ve demokrasi sürecinin en önemli aktörlerinden biri “orta sınıf” olarak adlandırılabilecek kesimdir. Karpat, Türkiye’de demokrasi mücadelesinin orta sınıf etrafında cereyan ettiğini belirtmektedir.

There are different aproaches on process of modernization and we can say; modernization's political direction includes democracy. Turkey, especially at the the beginning of the 19th century has been witnessed of modernization efforts. We consider; there is usually the tradition of central government in the process of modernization and democracy in the Turkey. Especially the concept of secularism, elitist attitudes of bureaucracy and management interventions of military have been important problems in the process. In the Turkey, process of modernization and democracy and problems of this process have been investigated according to works of Kemal H. Karpat. According to Karpat, one of the most important actors can be called “middle class” community in the Turkey's process of modernization and democracy. According to Karpat, struggle for democracy in Turkey has been occured around of middle class.
