Türkiye’de telekomünikasyon sektöründe arabağlantı ücretlerinin regülasyonu

Abstract

Ülkelerin “ekonomik kalkınma kaldıracı” olarak anılan Telekomünikasyon Sektörünün ana damarlarından birini oluşturan "arabağlantı ücretlerinin regülasyonu” sektörel rekabetin tesisi açısından oldukça büyük bir önem taşımaktadır. Regülasyonların etkin ve etkili bir biçimde yapılmasında ve piyasada pazar hakimiyetine sahip olan işletmecilerin tekelci bir konuma gelmesinin önlenmesinde bağımsız düzenleyici kurumlara büyük görevler düşmektedir. Bu çalışmada, ülkemizde telekomünikasyon sektöründe bağımsız düzenleyici kurum olan Bilgi Teknolojileri ve İletişim Kurumu’nun arabağlantı ücretlerini düzenlemedeki etkinliği, kullanmış olduğu yöntemler ve sektörel rekabetin tesisi konusundaki faaliyetleri incelenmiştir. Elde edilen sonuçlar, Bilgi teknolojileri ve İletişim Kurumu’nun etkin, yerinde ve başarılı regülasyonlar yaptığını ortaya koymaktadır. Bu durum pazar payı daha küçük olan işletmecilere, tüketicilere ve sektörün sağlıklı bir biçimde işlemesini sağlayacak olan rekabet ortamının korunmasına da büyük avantajlar sağlamaktadır.
