Türkiye’de bilgi ve iletişim teknolojileri sektörüne yönelik Devlet politikaları ve ekonomik büyüme

Abstract

Bu araştırmanın amacı Türkiye’de bilgi iletişim sektörü devlet politikalarının incelenmesi ve bilgi iletişim sektörünün ekonomiye katkısının ele alınmasıdır. Bu araştırmanın yöntemi alan taramasıdır. Bu yöntemde konuyla ilgili olarak literatürde yer alan başlıca teorik ve uygulamalı çalışmalar, bilgi ekonomisi verileri üzerinden çıkarım yapılması sağlanacaktır.

Toplumu her alanda etkilemiş olan tarım ve sanayi devrimindeki gelişmelere benzer şekilde bilgi ve teknoloji alanında yaşanan gelişmeler ve ilerlemeler de bilgi toplumuna geçişi sağlayarak toplumu her alanda etkilemiştir. Bu gelişmeler küreselleşen dünyanın etkisi ile önceki dönemlerde görülmüş olan devrimlerden farklı olarak toplumu daha evrimsel ve hızlı bir şekilde etkilemiştir. Bilgi ve teknoloji çağındaki gelişmelerin ekonomi alanına uygulamalarından sonra ekonomide rekabet hızlanmış, rekabet gücü elde edemeyen firmalar faaliyetini sürdürememiş ve piyasada var olabilmek için bilgi teknolojilerinin sağladığı rekabet avantajlarına, farklı strateji arayışları ile ulaşmaya çalışmışlardır.

Bu çalışma sonucunda, bilgi ve iletişim teknolojileri yatırımlarında devlet politikası, ülkenin ekonomik yapısıyla doğrudan ilişkili olduğu görülmektedir. Türkiye her ne kadar bilgi çağına geçişi tam olarak tamamlamamış olsa da bu teknolojilerin ekonomik etkisi görmezden gelinemez boyuttadır. Bu durum BİT sektörün ekonominin temel gösterge verilerine etkisiyle de görülmektedir.

Examining the purpose of the information and communication sector in Turkey’s state policy and the handling of this research contribute to the economy of the information and communication sector. The method of this research is field survey. In this method, the main theoretical and practical studies in the literature will be provided through the knowledge economy data.

Similar to the developments in agriculture and Industry Revolution which have affected society in all areas, developments in information and technology have also influenced society in all areas by providing transition to Information Society. Unlike previous revolutions, with the impact of the globalized world these developments have influenced society more evolutionary and rapidly. After the application of information and technology age developments to the field of economy, competition accelerated in the economy, companies who could not obtain competitiveness could not continue their activity and in order to be present in the market, they tried to reach the competitive advantages of information technology provided by different strategies.

As a result of this study, state policy in information and communication technology investments is directly related to the economic structure of the country. Although if Turkey has not completed the transition to the information age can not be defeated is exactly the size of ignoring the economic impact of these technologies. This situation is seen with the effect of ICT sector on the basic indicator data of the economy.
