| dc.description | The researches, which have been done after the earthquake disasters in August 17,1999 Marmara and November 12 Düzce, show that people died because of uncontrolled buildings not due to those earthquakes. As many people had died and got wounded , also many buildings were damaged after those earthquakes, the authorities need to take concrete steps about building inspection. Thereupon, the authorities underwent a radical change about building inspection and the law no, “4708 numbered Law About Structure Control” and “Regulation on Procedures and Principles of Building Inspection Applications” were enacted.
In this study, firstly literature research about building inspection and it’s aim were emphasised, historical development of building inspection system was researched, the information about the building inspection systems carried out in Türkiye and another countries was given. With the information obtained, various survey question has ben prepared in order to specify the problems with the standing law no “4708 numbered Law About Structure Control”. For a model implementation, perspectives of the building inspection institutions in Afyonkarahisar for those problems have been investigated and some solutions have been offered.
The result obtained in this research, shows that there are stil some problems and faulties in the building inspection system based on the law no “4708 numbered Law About Structure Control”, although it has been current for 13 years. | en_US |
| dc.description.abstract | 17 Ağustos 1999 Marmara ve 12 Kasım Düzce’de yaşanan deprem felaketinden sonra yapılan araştırmalar insanlarımızı depremlerin değil, denetimsiz yapıların öldürdüğünü göstermiştir. Yaşanan bu depremlerde binlerce insanımızın hayatını kaybetmesi ve yaralanması, çok sayıda yapının kullanılamaz hale gelmesinin ardından yetkililer yapı denetimi konusunda somut adımlar atma ihtiyacı duymuştur. Bunun üzerine yapı denetim sisteminde köklü bir değişikliğe gidilerek, 4708 sayılı Yapı Denetimi Hakkındaki Kanun ve bu kanuna dayalı Yapı Denetimi Uygulama Usul ve Esasları Yönetmeliği çıkarılmıştır.
Bu çalışmada, önce konu ile ilgili literatür taraması yapılarak, yapı denetimi kavramı ve amacı üzerinde durulmuş, yapı denetim sisteminin tarihsel gelişimi araştırılmış, Türkiye’de ve farklı ülkelerde uygulanan yapı denetim sistemleri hakkında bilgi verilmiştir. Elde edilen bilgilerden günümüzde geçerliliğini koruyan 4708 sayılı Yapı Denetimi Kanununa göre uygulanan yapı denetim sisteminde karşılaşılan sorunların belirlenebilmesi amacıyla çeşitli anket soruları hazırlanmıştır. Uygulama olarak Afyonkarahisar ilinde faaliyet gösteren yapı denetim kuruluşlarının sorunlara bakış açıları incelenerek sorunların giderilmesi için çözüm önerileri getirilmeye çalışılmıştır.
Yapılan çalışmada ortaya çıkan sonuç, yürürlüğe girdiği tarihten günümüze 13 yıl geçmesine rağmen, 4708 sayılı Yapı Denetim Kanuna dayalı olarak uygulanan yapı denetim sisteminde hala sorunların ve aksaklıkların olduğunu göstermiştir. | en_US |
